ABSD is Singapore’s property cooling measure. On a $1.5M EC, 20% ABSD is $300,000. That’s the number that either lets you sleep at night or keeps you up.
Let’s get the rules straight.

The key thing most HDB upgraders miss: if you’re a Singapore Citizen buying the EC as your first private property (having previously owned HDB only), you pay 0% ABSD. Zero.
This is because HDB flats are public housing — not private residential property for ABSD purposes.
When Does ABSD Apply to EC Buyers?
ABSD triggers when you own private residential property at the time of purchasing the EC. Specifically:
Scenario 1: You own an HDB flat + buy EC as first private property
→ 0% ABSD (Singapore Citizen). You must sell your HDB within 6 months of EC key collection.
Scenario 2: You own a private condo + buy EC
→ 20% ABSD (Singapore Citizen, second property). You’d need to sell the private condo first to avoid ABSD.
Scenario 3: PR buying EC as first property
→ 5% ABSD. On a $1.5M unit, that’s $75,000. Still cheaper than most private condos.
Scenario 4: PR owning HDB + buying EC
→ 5% ABSD applies because PRs pay ABSD on their first private purchase regardless of HDB ownership.
Scenario 5: Joint purchase, one SC + one PR
→ The higher ABSD rate applies. If one buyer is PR, the 5% rate kicks in for the whole purchase.
Selling Your HDB Before the EC Purchase
The most common strategy: sell your HDB flat, stay with family or rent temporarily, buy the EC as your first private property (0% ABSD), and move in at TOP.
This works cleanly if:
– Your HDB flat is paid off or low outstanding loan
– You can arrange temporary accommodation for 3–4 years
– You have enough cash/CPF from the HDB sale for the EC downpayment
The alternative (decoupling from joint ownership, CPF usage strategies) is complex and requires professional financial advice. Don’t try to engineer around ABSD without speaking to a qualified property agent or tax advisor.
Foreigners Cannot Purchase New ECs
New Executive Condominiums are restricted to:
– Singapore Citizens
– Permanent Residents (with income ceiling compliance)
Foreigners, including those on Employment Passes, cannot purchase new ECs. They may only purchase resale EC units that are at least 10 years old from TOP date — and that’s Tengah Garden Walk EC from 2039 at the earliest.
BSD (Buyer’s Stamp Duty) Still Applies to All Buyers
Unlike ABSD which varies by profile, BSD applies to everyone:
On a $1.55M EC:
– 1% on first $180K = $1,800
– 2% on next $180K = $3,600
– 3% on next $640K = $19,200
– 4% on remaining $550K = $22,000
– Total BSD: ~$46,600
