If you’re not prepared, you’ll walk out with nothing. Here’s the exact process — what to do before, during, and after launch day.
Step 1: Check Your Eligibility (Do This First)
Before you waste time preparing documents, confirm you qualify:
– Singapore Citizen + (SC/PR spouse or another SC as co-applicant)
– Household income ≤ $16,000/month
– Must not own private property in the past 30 months
– First-timers: no previous HDB flat under your name (or disposed ≥ 30 months ago)
If you’re a second-timer, you’ll pay a resale levy of $30,000–$55,000 (depending on your previous flat type). This is deducted from proceeds or CPF.
Step 2: Get Your Bank IPA
You need an In-Principle Approval (IPA) from a bank before you can book. Most banks process this in 1–5 working days.
Apply to at least 2 banks. Compare:
– Loan quantum offered
– Fixed rate package rates
– Legal subsidy and cashback offers
Popular banks for EC loans: DBS, OCBC, UOB, Standard Chartered. All offer EC-specific packages.

Step 3: Submit HDB E-Application
