The Official HDB EC Eligibility Checker
HDB provides an online EC eligibility checker at their official website. Using your Singpass, you can verify:
- Whether you meet the citizenship requirements (SC as main applicant)
- Whether your household income falls within the $16,000 ceiling
- Your first-timer or second-timer status
- Whether you’ve owned private property recently (30-month wait if disposed within 30 months)
- Whether you’re under any debarment from HDB schemes
Key Eligibility Conditions to Check
Condition 1: Citizenship
Main applicant must be a Singapore Citizen. Co-applicant can be a Singapore PR. If co-applicant is also a SC, you qualify under the Public Scheme.
Condition 2: Income Ceiling — $16,000/month
Combined gross monthly income of all listed applicants and their spouses (if any) must not exceed $16,000. Variable income is included at 12-month average. Bonuses are counted.
Condition 3: No Private Property Ownership
All applicants and co-occupants must not own or have an interest in any private residential property. If you’ve disposed of private property, a 30-month exclusion period applies.
Condition 4: First-Timer vs Second-Timer Status
First-timers have not previously received housing subsidies (CPF Housing Grant or bought subsidised HDB/EC before). Second-timers have. Your status affects ballot priority and resale levy obligations.
Condition 5: Age and Family Nucleus
Must be 21+ (or 35+ for Joint Singles Scheme). Must form an eligible household — married couple, fiancé/fiancée, parent with children, or singles under JSS.
Using MyInfo to Verify Your Details
Singpass MyInfo aggregates your government records. When checking EC eligibility:
- Log into hdb.gov.sg with Singpass
- Navigate to the “EC Flat Eligibility” checker
- Allow MyInfo to retrieve your property ownership records, CPF history, and personal details
- The system will flag any issues — address them before the launch date
Common Issues Found During Eligibility Checks
- Outstanding CPF OA loan on existing HDB — doesn’t disqualify you but affects loan quantum
- Undeclared overseas property — must be declared; some overseas property holdings may affect eligibility
- Income declaration mismatch — MyInfo may use IRAS data that doesn’t match your current income; bring supporting documents
- Previous HDB housing grant — means you’re a second-timer (affects ballot priority)
Check Before April 11 — Not After
Run your eligibility check at least 2 weeks before the VVIP Preview on April 11, 2026. If there are issues, that gives you time to resolve them or adjust your application strategy.
