The HDB to EC upgrade journey has more moving parts than most buyers realise. This checklist organises everything into phases so nothing slips through the cracks.
Phase 1: Pre-Launch Preparation (Now to April 10)
Eligibility check:
☐ Confirm combined household income ≤ $16,000/month
☐ Confirm no private residential property ownership in last 30 months
☐ Confirm citizenship status (both applicants: SC/PR combinations allowed)
☐ Check first-timer or second-timer status (affects grants + resale levy)
☐ Check resale levy amount (second-timers only) on HDB InfoWEB
☐ Confirm HDB flat ownership won’t trigger ABSD (SC first private purchase = 0% ABSD)
Financial preparation:
☐ Check CPF OA balances for both applicants (for downpayment + BSD)
☐ Get In-Principle Approval from at least 2 banks
☐ Compare bank loan rates (fixed vs floating, lock-in periods)
☐ Calculate your maximum loan quantum (TDSR and MSR)
☐ Determine exact monthly instalment at different loan tenors
☐ Prepare 5% booking fee in cash or NETS (not credit card)
☐ Calculate BSD: ~$46,600 for $1.55M 3-bedroom
☐ Budget for legal fees ($2,500–4,000)
HDB e-application:
☐ Submit HDB eligibility application on InfoWEB (opens ~2 weeks before launch)
☐ Prepare income documents: 3 months payslips or 12-month NOA
☐ Prepare marriage certificate (if applicable)
☐ Prepare resale levy acknowledgement (second-timers)
☐ Receive HDB e-application number before April 11
Showflat preparation:
☐ Visit showflat before April 11
☐ Study floor plans for all unit types
☐ Decide on unit type and stack preferences (list top 3–5)
☐ Note which stacks face north-south vs east-west
Phase 2: Launch Day (April 11)
☐ Arrive at sales gallery by 9:00am
☐ Bring: NRIC, HDB e-application number, bank IPA, income documents
☐ Bring: Cheque or NETS for 5% booking fee
☐ Bring: List of preferred units in priority order
☐ Submit documents, receive ballot number
☐ When called: select unit, pay booking fee, sign OTP
☐ Photograph the OTP and all documents signed
Phase 3: Post-Booking (April to June 2026)
☐ Within 3 weeks of OTP: exercise Option to Purchase (sign S&P Agreement)
☐ Pay balance of 15% downpayment (CPF OA + cash)
☐ Pay BSD and any ABSD within 14 days of S&P signing
☐ Appoint conveyancing lawyer (developer usually recommends panel firms)
☐ Finalise bank loan with preferred bank (request Letter of Offer)
☐ Submit HDB eligibility declaration (if required)
HDB flat decision:
☐ Decide: sell HDB now or sell closer to EC TOP?
☐ If selling now: engage HDB agent, prepare flat for listing
☐ If selling later: plan transitional housing arrangement
Phase 4: During Construction (2026–2029)
☐ Monitor construction progress via developer’s quarterly updates
☐ Make progressive payment calls (as construction milestones are hit)
☐ Sell HDB flat (must complete before/within 6 months of EC TOP)
☐ Arrange transitional housing (family, rental)
☐ Research renovation contractors and get initial quotes
Phase 5: Key Collection and Move-In (2029–2030)
☐ Attend key collection with defect inspection checklist (see defect guide)
☐ Document all defects with photos
☐ Submit defects to developer on Day 1
☐ Engage renovation contractor (get 3 quotes)
☐ Plan renovation scope and timeline (6–10 weeks)
☐ Move in after renovation
