– Rental income from property
– CPF contributions paid by employer (included in gross salary)
Not counted / typically excluded:
– One-off bonuses (Annual Wage Supplement, performance bonuses)
– Capital gains
– Investment returns
– CPF contribution received as “CPF top-up” rather than salary
The key nuance: for salaried workers, the income declaration is typically 3 months of payslips. For variable income earners, HDB requires 12 months of NOA (Notice of Assessment) or equivalent.
What If Your Income Has Recently Changed?
Promotions or salary increases in the 3 months before application are tricky. HDB uses recent payslips. If you just got a pay rise that pushes you over $16,000, you may need to reassess.
Conversely, if you recently took a pay cut or career break, HDB still looks at recent income — not historical. A spouse who reduced working hours for childcare reasons may have lower stated income.
Self-Employed and Commission-Based Buyers
If you’re a property agent, financial advisor, or business owner earning through commission or profit:
– HDB uses your Notices of Assessment for the past 12 months
– Average monthly income = annual income ÷ 12
– Good years inflate the average; bad years reduce it
A property agent who earned $200,000 in 2025 would have a “monthly income” of $16,667 for HDB purposes — just over the ceiling. If their 2026 income is tracking lower, the picture shifts.
What If You’re Right at the Ceiling?
If your combined income is $15,500–$16,000, you’re technically eligible. But be careful: income verification at HDB is based on the date of application, not the date of purchase.
Any income changes between application and S&P signing should be declared. HDB has the right to check employment status and income at multiple stages.
Earning Too Much? Consider These Options
If your household income exceeds $16,000, you cannot apply for Tengah Garden Walk EC. Your options:
– Executive search resale ECs (no income ceiling for resale)
– Private condominiums (no income ceiling)
– Wait for income to reduce naturally (job change, business downturn)
There’s no benefit in engineering income reduction purely to qualify. HDB scrutinises this and takes a dim view of artificial income suppression.
