Income Ceiling for SC-PR Couples

Combined household income of the SC and PR applicant must not exceed $16,000/month. Both incomes are counted — the PR’s income is included in the EC eligibility assessment.

CPF OA Usage: SC vs PR Contribution

Both SC and PR members of a couple can use their respective CPF OA accounts for the EC purchase (downpayment and mortgage servicing), provided they have sufficient OA balances. The CPF refund obligation on future sale applies to both individuals’ CPF usage.

What If Only the PR Has the Income?

As long as the SC spouse is the main applicant and the household meets eligibility requirements, the income structure of the household doesn’t affect eligibility. Whether the PR earns more or contributes more financially is irrelevant to EC eligibility — what matters is citizenship of the main applicant.

PR-Only Households: The Resale EC Option

For households with two PRs (and no SC), new EC purchase isn’t available. However, resale ECs (those that have completed 5-year MOP) can be purchased by PR households without any SC requirement. The resale EC market is significantly larger and provides good options for PR-only households at somewhat higher prices than new launch.
