PRs asking about EC eligibility get a more complicated answer than SC buyers. You can buy — but the conditions matter.
Here’s the full picture for PR buyers at Tengah Garden Walk EC.
PR Eligibility Conditions for New EC
A PR can apply for Tengah Garden Walk EC under the following conditions:
1. Must be part of a family nucleus that includes at least one Singapore Citizen. A PR cannot buy a new EC with only other PRs. The typical scenarios:
– SC + PR (married couple) ✅
– SC + SC + PR (SC couple applying with a PR parent) ✅
– PR + PR (no SC in the application) ❌
2. Income ceiling: Same as SCs — combined household income ≤$16,000/month
3. No private residential property: No PR applicant (or their spouse) can own private property in Singapore in the past 30 months
4. HDB flat ownership: If the PR is a co-owner of an HDB flat, the eligibility rules mirror those for SC-PR couples. Must sell the HDB flat before or within 6 months of EC key collection.
ABSD for PR Buyers
This is where PRs pay more than SCs.
PR co-applicants trigger 5% ABSD on the full purchase price for a first private property purchase. On a $1.55M 3-bedroom:
5% × $1,550,000 = $77,500 ABSD
This is on top of the BSD (~$46,600). Total stamp duty for an SC + PR couple buying their first private property: ~$124,100.
Compare to an SC couple (both SCs): only BSD applies = $46,600. The ABSD premium for having a PR co-applicant is $77,500 — real money, but not a deal-breaker given the overall investment thesis.
First-Timer Status for PR Applicants
“First-timer” in the HDB context is SC-specific. PRs don’t qualify for HDB first-timer grants.
If you’re an SC + PR couple:
– The SC first-timer status determines grant eligibility
– If the SC is a first-timer (no previous subsidised flat), the CPF Housing Grant up to $30,000 may apply
– The PR status of the co-applicant does not affect the SC’s first-timer grant eligibility
This means SC + PR couples can still access grants if the SC co-applicant is a first-timer.
Becoming SC After Purchase
Many PRs become Singapore Citizens after purchasing an EC. This is common — there’s no restriction against it.
Once a PR converts to SC, their ownership of the EC unit is reclassified as SC ownership. This affects future property transactions (ABSD calculations become SC rates).
PR Buying EC vs Private Condo
A PR choosing between new EC and resale private condo faces:
New EC (Tengah Garden Walk):
– Income ceiling applies ($16,000)
– Need SC co-applicant
– 5% ABSD
– MOP restrictions
– Lower price per sqm than equivalent private condo
– Greater capital appreciation potential as new launch
Resale private condo:
– No income ceiling
– No SC co-applicant required

– No MOP (can sell anytime)
– Higher entry price PSF
– Less potential upside
