The resale levy catches a lot of second-timers off guard. You sold your flat, you’re counting your profits, and then someone tells you $40,000 needs to go back to HDB.
Here’s how it works and how to factor it into your Tengah Garden Walk EC decision.
What Is the Resale Levy?
The resale levy is a fee paid to HDB when a second-timer (someone who has previously bought a subsidised HDB flat) buys a new EC or BTO flat. It exists to prevent double-subsidisation.
If you bought an HDB flat with a housing grant, and now you want to buy another subsidised property (like a new EC), you pay back some of those subsidies via the levy.
Resale Levy Amounts (2026 Rates)
The levy depends on your previous HDB flat type:

These rates apply when you’ve disposed of your previous HDB flat (sold, returned to HDB, or transferred) and are buying a new subsidised property.
When Do You Pay the Resale Levy?
The resale levy is paid to HDB when you sign the Sale & Purchase Agreement for the new EC. You can pay:
– In cash
– Via CPF Ordinary Account
– Or deducted from proceeds if your previous flat was sold through HDB’s resale market
The key sequence: sell your HDB flat first, then buy the EC. If you try to buy the EC before selling, HDB may not approve your application.
Does the Resale Levy Make Tengah Garden Walk EC Less Attractive for Second-Timers?
Net it against the numbers. If you’re upgrading from a 4-room HDB:
– Sold your 4-room: $600,000–700,000 (typical 2025 resale price depending on location and lease)
– Resale levy: $40,000
– Net proceeds after levy: $560,000–660,000
Buying a 3-bedroom TGR EC at $1.55M:
– Down payment (25%): $387,500
– Your net proceeds cover the entire down payment and then some
For most 4-room and 5-room upgraders, the levy is a significant but manageable cost. It’s painful on the day you pay it. In context, it’s 2.5–3% of a $1.5M purchase — not a deal-breaker.
Who Is Exempt from the Resale Levy?
You don’t pay the resale levy if:
– You previously owned private property (never received HDB housing grants)
– You’re a first-timer (no previous subsidised flat ownership)
– You previously bought an HDB resale flat without a housing grant
The key trigger is whether you received a housing grant on your previous HDB purchase. If you paid full market resale price with no grant, no levy applies.

Log in to HDB InfoWEB → My Flat → Eligibility to check if a resale levy applies and how much. Confirm this before you submit your e-application.
If you’ve already sold your HDB flat, the levy amount should be stated in your HDB documentation from the sale.
