“Why is there no tall building south of Tengah?” a buyer asked at the showflat, pointing at the map. The agent smiled. “That’s the airbase.” And when the airbase relocates, it’s one of the most significant land transformation stories in Singapore’s property history.
What Is Tengah Airbase and Why Is It Moving?
Tengah Airbase has been a RSAF (Republic of Singapore Air Force) base since the 1940s. Situated in the western part of Singapore, it occupies a substantial land area that has effectively been a development exclusion zone for decades.
Singapore’s defence review and long-term urban planning has mapped out the gradual consolidation of military assets — including air force operations — which will eventually free Tengah Airbase land for civilian development. This process is part of a broader strategy that includes the Paya Lebar Airbase relocation (the more publicly discussed example).
The Development Buffer Effect
Even before the airbase fully relocates, its presence creates a “green buffer” effect around Tengah Town. The absence of dense development to the south keeps the neighbourhood spacious and relatively uncongested — a premium in land-scarce Singapore.
As development gradually extends, Tengah Town’s position at the “growth frontier” becomes more valuable. Buyers who enter now are ahead of the full infrastructure build-out.
The Tengah Eco-Town: Already Underway
Tengah Town’s masterplan is the most ambitious eco-town development HDB has undertaken. Key elements:
- Car-free town centre — vehicles routed underground through a 5km car-free corridor
- Central green spine — 100-hectare forest fringe to be preserved
- Tengah Park — a new recreational park as the town’s civic centrepiece
- Jurong Region Line (JRL) — direct MRT connectivity completing in 2027
- District cooling system — centralised airconditioning reducing energy costs
This level of infrastructure investment is a vote of confidence by the Singapore government in Tengah as a long-term residential hub.
Comparable Towns and Their EC Value Trajectory
Punggol was built on a greenfield site in the early 2000s — similar to Tengah today. EC prices in Punggol have grown from around $650 psf (early 2010s) to $1,400+ psf in 2024. Sengkang followed a similar path.
Tengah is the newest planned town in Singapore. Its growth trajectory looks more like Punggol 2004 than Tampines 2024 — early buyers are positioned for the steepest part of the appreciation curve.
Key Risks to Acknowledge
Airbase relocation timelines in Singapore are government-determined and not publicly announced in detail. The full transformation of the area south of Tengah Town is a long-term story — measured in decades, not years. Buyers should not price in near-term “windfall” gains from airbase relocation. The investment case stands independently of that.
The immediate story is simpler: Tengah is a well-planned, well-funded, government-backed new town at an early stage of its development. Tengah Garden Walk EC sits at the centre of it.
