Quick Answer: Tengah Garden Walk EC is projected to reach TOP (Temporary Occupation Permit) in 2029, approximately 3 years after its April 2026 launch. Key collection, defect inspection, and CPF refund processing all happen within 30–60 days of TOP.

Wei Ling and her husband signed their Sale and Purchase Agreement in May 2026. The agent handed them a timeline card. On it: a single date circled in red — Estimated TOP: Q3 2029. “What exactly happens between now and then?” she asked. Most buyers don’t ask that question early enough.

Here’s the full picture, from signing to key collection.

What Is TOP and Why It Matters for EC Buyers

TOP stands for Temporary Occupation Permit. It’s the milestone where the Building and Construction Authority (BCA) certifies that the development is safe for occupation. For buyers, it marks the start of the Minimum Occupation Period (MOP) — and the moment you can finally collect your keys.

For Tengah Garden Walk EC, TOP is expected around 2029. The actual date depends on construction progress. Qingjian Realty has a strong track record of delivering on time.

The Construction Timeline (2026–2029)

After the launch in April 2026, construction begins in phases. Here’s what happens during the build:

  • Foundation and superstructure — approximately months 1–18
  • External works and fittings — months 18–30
  • M&E and finishing — months 30–36
  • Inspections and TOP application — final 3–6 months

Throughout this period, you’re paying progressive instalments tied to construction milestones. Once TOP is obtained, the final balance (typically the remaining 15–20%) becomes due.

What Happens at TOP: Step by Step

Step 1 — Developer Notifies Buyers (T-30 days)

About 30 days before key collection, Qingjian will send a formal notice to all buyers. This includes the scheduled key collection date and any outstanding payments required.

Step 2 — Final Payment Completion

Your CPF OA funds are released to cover the outstanding loan balance. Your bank disburses the final mortgage tranche. Legal completion happens — this is when you technically become the owner.

Step 3 — Defect Inspection (Before You Accept Keys)

You’re entitled to a defect inspection before accepting the unit. Don’t skip this. Walk through the unit systematically — ceiling, walls, floor, windows, doors, fixtures, fittings, waterproofing in bathrooms. Document everything with photos and timestamps.

Qingjian must rectify all legitimate defects within the Defects Liability Period (DLP), which is typically 12 months from TOP. Report defects in writing.

Step 4 — Key Collection

Once defects are acknowledged and legal completion is confirmed, you collect your keys. You’ll receive:

  • Unit keys and access cards
  • Letterbox key
  • Carpark access if applicable
  • Manual for home appliances (if included)
  • CE mark certificates for electrical fittings

CPF Refund at TOP: Don’t Panic When You See the Number

One thing that surprises many buyers: when legal completion happens, your CPF OA balance doesn’t disappear permanently. The principal amount used from CPF plus accrued interest must eventually be refunded to your CPF when you sell the unit in future. This is not additional money you owe now — it’s a future accounting entry in your CPF account.

During MOP (5 years from TOP), you must stay in the unit. You can’t sell. You can’t rent out the whole unit. But you can rent out individual rooms.

Minimum Occupation Period: The Clock Starts at TOP

Your 5-year MOP starts the day you receive TOP, not the day you move in. If TOP is granted in August 2029, your MOP ends in August 2034. After that, you can sell on the open market — and the property will be treated as private property, with no more EC-specific restrictions.

At that point, your property fully privatises. No more income ceiling. No citizenship restrictions for buyers. Just a regular private condominium in Tengah Town.

Renovation: What You Can and Can’t Do Before MOP Ends

You can renovate freely once you’ve collected your keys. There’s no restriction on renovations during MOP. What you can’t do is rent out the whole unit or sell before MOP is up.

Set aside $50,000–$100,000 for a decent renovation depending on unit size. Tengah Garden Walk EC units range from 70sqm to 129sqm — budget accordingly.

Getting Ready for TOP: A Checklist

  • ✅ Keep CPF OA funded — ensure you have enough for final payment
  • ✅ Ensure mortgage is in order with your bank
  • ✅ Engage a renovation contractor early (queues fill up fast near TOP)
  • ✅ Line up a home inspector for defect check
  • ✅ Update HDB records with new address
  • ✅ Inform utilities providers (SP Group for electricity, PUB for water)
